Don’t waste your time with No-Follow links. It can be confusing, but you need to find sites that will give you some link juice and pagerank. Look for DO-FOLLOW sites that are credible and give good pagerank. Ezine is a good place to start.

the most inmportant SEO is offpage optimization (backlinks) if done correctly your website rise in the search engine result pages
SEO are divided in two categories :
On-page Optimization : Add target keyword in the title, meta description and in the content, insert the main keyword in the images.
Off-page Optimization : Collect more and more relevant backlinks from other websites (backlinks means vote). Directory submission, link exchange, blogging, forum posting, article submission, etc are involved in off-page optimization.
Try to find some times, read the seo blogs and participate in seo forums.

Like some have already suggested Off page SEO tactics are ones most often that are paid for or traded. Use of Link Exchanges, Google Ads, Back link packages which are simply just other sites with links or reference back to your page. Best way to get ranked high is to get links or trade links from other sites that rank high on search engines as well.
Lastly make sure you provide worthwhile content that will make people want to share your site through social media.

I have seen most of the time people just ask questions and expect answers, but to get right solution you need to be specific, provide complete information. You have not mentioned what site you want to promote, what keyword you are targeting.
